NOTE: Senate File 2435, Division VIII reinstated open enrollment deadlines for all applicants and took effect July 1, 2024. make sure to read the new guidelines and deadlines for open enrollment to determine if/when your student(s) are eligible.
OPEN ENROLLMENT PROCESS FOR 2025-26:
The deadline to open enroll students in grades 1-12* for the 2025-26 school year is MARCH 1, 2025.
*The deadline to open enroll students who will be entering Kindergarten for the 2025-26 school year is September 1, 2025.*
The information below provides you directions on where to obtain the form and where you should submit the application based on if you are enrolling into or out of the district. If you have any questions, contact Buffi Honeck in the District Office at 641-483-2660.

2025-26 Open Enrollment Application

Return your Completed Application(s): Make sure to complete an application for EACH student who is apply to open enroll.
If your student is applying to open enroll INTO West Marshall, complete and return your application to West Marshall CSD.
You can return the application to West Marshall in one of the following ways:
- Scan and email it to Buffi Honeck in the District Office at bhoneck@wmcsd.org
- Mail it to the District Office: West Marshall CSD Attn: Buffi Honeck / PO Box 670 / State Center, IA / 50247
- Drop it off to the District Office located near the gym in the High School: Call 641-483-2660 for hours.
- During the School Year: You can take it to the office of any district building.
The application will be reviewed to determine final status. In most cases, open enrollment is approved however there are certain criteria that could potentially cause a denial. You will then receive a letter/communication shortly after application notifying you of the official decision. If approved, it will be forwarded to your resident district for their final approval and then returned to us for filing.
If your student is applying to open enroll OUT OF West Marshall, complete and return your application to the RECEIVING school district for their approval.
Upon their approval, it will be forwarded to West Marshall for verification and signature, and then returned back to the receiving district. They will then notify you of the final application status.
TRANSPORTATION: If you choose to open enroll your student into the district, you as the parent/guardian are responsible for arranging transportation to and from the school district building(s) your student(s) will be attending. We do have available pickup/drop off locations within the West Marshall School District that you can coordinate through our Transportation Director, Michelle Wilson. Upon approval, you can reach out to her at mwilson@wmcsd.org for more information and to confirm space availability.
Guidance on Athletic Eligibility
Unless an exception applies, the General Transfer Rule (281—IAC 36.15(3)) prohibits a student-athlete from participating in varsity athletics for 90 school days (not including summer school) after transferring from one Iowa High School Athletic Association (IHSAA) or Iowa Girls’ High School Athletic Union (IGHSAU) member or associate member school or school district to another.
